Biography

Lawyer specializing in cassation, lecturer, and public manager, Vincenzo Sanasi D’Arpe is one of the leading Italian experts in the field of extraordinary administration of large companies in crisis. He graduated in Law from the University of Modena, with a thesis in Economic Law on "The system of state participations: organization, structure, and functioning," and continues his academic activity as the coordinator of a research group in Administrative Science on "The regulation of the credit system" led by Prof. Gustavo Vignocchi.

He gained managerial experience at Honeywell Information System Italy, the Italian branch of the American multinational high-tech company in the defense sector, up to the position of Vice President and CEO of the Consortium S.a.s.t.ca, between Honeywell-Bull Italy and Olivetti. In 1987, he collaborated with former Prime Minister Emilio Colombo, then Minister of Budget and Economic Planning in the Goria Government, as an advisor on state-owned companies. A corporate lawyer, consultant, and manager of public and private companies, he specialized in the extraordinary administration of large groups in a state of insolvency.

As the sole Extraordinary Commissioner of the Cablelettra Group – a European leader in the automotive sector with 12,000 employees in Italy, Poland, Brazil, Tunisia, and China, with a significant stake in the Valtur group – he carried out one of the most important recovery operations through sale in the history of the law on extraordinary administration of large groups in crisis. The recovery was achieved through the sale of only industrial activities, excluding real estate assets, at a price significantly higher than the appraisal of the entire Cablelettra group, while ensuring maximum protection of employment levels. The buyer was the Japanese Yazaki Corporation, a world leader in automotive production. The operation was praised by the FIAT Group, the main client of the company, and by trade unions.

Vincenzo Sanasi D’Arpe is a lecturer in Economic Law – advanced course at the Department of Law and Economics of Productive Activities at the University of Rome La Sapienza and holds the chair of Public Controls on corporate crises at the University of Rome Guglielmo Marconi. He also serves as Director of the Department of Law and Economics of the Humanitas University Consortium. He is the author of numerous monographs and publications. His work “The extraordinary administration of large groups in crisis: legal outlines” (Ed. Jovene, Naples, 2005) is one of the reference texts in the field, consulted even by the Constitutional Judges. Regarding revocatory actions, in fact, the work provides an argumentative path subsequently taken up by the ruling of the Constitutional Court in the case of the revocatory actions initiated by the extraordinary commissioner of Parmalat, Enrico Bondi, against Hsbc Bank and a pool of banks led by Monte dei Paschi di Siena.

Since 2017, he has been the President of the World Food Programme Italy, succeeding former Ambassador to Washington Giovanni Castellaneta, of whom he was Deputy Vice President. Since 2020, he has been leading Consap S.p.A. as CEO.
