Born in Palermo in 1969, Ernesto Maria Ruffini graduated in Law from the University La Sapienza in Rome. He began his professional career as a tax lawyer in 1994, obtaining the qualification to represent clients before the Court of Cassation.
In 2015, he was appointed CEO of Equitalia, overseeing its transformation into the Revenue Agency-Collection in 2017, in his role as extraordinary commissioner. Also in 2017, he was appointed for the first time as Director of the Revenue Agency, a position he held until September 2018. After a brief period during which he resumed his activity as a lawyer, he returned to the position of Director of the Revenue Agency and the Revenue Agency-Collection in January 2020, a role in which he was confirmed in 2021 by the Draghi government. At the end of the three-year term, in 2023, Ernesto Maria Ruffini was reappointed by the Meloni government, leaving the position in December 2024.
He is the author of books, essays, and articles on tax matters, as well as popular science books. The latest is “Equal by Constitution. The Story of an Unfinished Utopia from 1948 to Today,” with a preface by the President of the Republic Sergio Mattarella.
The Revenue Agency is a tax agency of the Italian Public Administration established in 1999 that depends on the Ministry of Economy and Finance. The agency performs functions of assessment, tax control, and management of taxes.
